Head of Technology - Telco BU

Bosnia and Herzagovina, Croatia, Macedonia, Hungary, Turkey, Germany, Spain, Czech Republic, Serbia

We are looking for a visionary Head of Technology to oversee technical strategy, ensure delivery excellence, and foster growth within our Telco Business Unit. The Head of Technology (HoT) for the Telco Business Unit is a critical leadership role focused on delivering engineering excellence, internal capability growth, and strategic support for pre-sales and technical direction within the BU. In short, you are the mini-CTO of the Telco BU.

You will wear multiple hats:

  • An architectural reviewer and escalation point for complex delivery programs
  • A coach and mentor to technical leads and engineers
  • A technical partner to sales workgroups
  • A bridge to the Tech Excellence Office (TEO) to ensure alignment on technical maturity, tooling, and standards

You will operate across the full project lifecycle — from early-stage technical framing and solution design, through delivery assurance, to internal capability development.

This is a hands-on, influence-based role that requires strong credibility among engineers, delivery leaders, and client-facing teams alike.

Key Responsibilities

Technology Leadership & Delivery Support (60%)

  • Lead the technical capability roadmap for the Telco BU, in coordination with Tech Excellence Office (TEO)
  • Provide architectural oversight, design reviews, and delivery assurance on critical engagements
  • Support tech escalation and decision-making for high-complexity projects (e.g., OSS/BSS modernization, network orchestration, and AI-first enablement)
  • Oversee and promote event-driven architecture standards using technologies like Apache Kafka, where appropriate
  • Guide adoption of modern software and data patterns across delivery teams (CI/CD, data streaming, distributed systems, microservices)
  • Align internal teams with HTEC’s Tech Excellence Office (TEO) to ensure global standards, engineering maturity, and tooling are applied consistently
  • Map domain capabilities (e.g., OSS/BSS, IP networking, AI in Telco) and ensure access to the right expertise for each project
  • Contribute to technical resource planning and staffing discussions to ensure fit-for-purpose team compositions

Sales Support via Strategic Workgroups (30%)

  • Support client-facing workgroups in crafting technically sound, realistic delivery proposals
  • Align internal capabilities with strategic pursuits by evaluating feasibility, effort sizing, and risk areas
  • Collaborate on solution design for new programs and partnerships
  • Typical focus areas include:
  • Infrastructure & OSS modernization (network inventory, digital workflows, orchestration layers, AI-enabled planning, Kafka-based event streams)
  • Base station maintenance efficiency (route optimization, preventive maintenance using drone image analysis, remote diagnostics, API integrations)
  • Hybrid connectivity stack enablement (terrestrial + satellite orchestration, lightweight OSS/BSS components, service-level Kafka pipelines)
  • Third-party ecosystem orchestration (integration of niche accelerators, AI-first tools, Kafka-enabled messaging, domain-specific libraries, and 3rd-party solutions)

Learning, Mentorship & Tech Excellence (10%)

  • Organize and drive knowledge-sharing events and engineering growth initiatives in collaboration with TEO
  • Actively mentor senior technical talent and help define growth paths for Tech Leads and future HoTs
  • Participate in and support the Tech Consultancy Services (TCS) for Telco domain evolution
  • Help shape and govern Telco-specific standards within the broader HTEC architecture

Required Qualifications

  • 10+ years of software engineering / architecture experience
  • 3+ years in a tech leadership role (Tech Lead, Architect, or similar)
  • Strong background in software architecture, distributed systems, and SDLC practices
  • Experience working with event-driven systems and streaming technologies like Apache Kafka
  • Ability to support and influence large engineering teams without formal authority
  • Strong communication and stakeholder management skills
  • Willingness to support sales efforts and solution shaping as part of cross-functional teams

Nice to Have — Telco Domain Experience

We value hands-on experience with any of the following:

  • OSS/BSS platforms (CRM, billing, provisioning, inventory, mediation)
  • IP networking, service orchestration, or SDN/NFV
  • SIP protocol and VoIP architectures
  • Telecom infrastructure planning (fiber, wireless, hybrid)
  • Satellite communications stacks and hybrid connectivity
  • Integration with tools like Sitetracker, IQGeo, ServiceNow, CableScout
  • Building Kafka-based architectures in real-time Telco or OSS systems
